Dr. Winfield will explore the political, economic, institutional and ideological reasons behind Canada's failure to meet its greenhouse gas emission reduction commitments and its decision to withdraw from the Kyoto Protocol. He will assess the prospects for effective action on climate change in the future at the nation and sub-national (provincial and local) levels in Canada in the context of these factors.
